B. Your Account Information: Your billing date, account number, and account name are listed here.
C. Total Amount Due: This section summarizes total amount due and due date. Automatic payment would be indicated if you participate in this program.
D. Billing Summary: Here you will find your past payments, current charges, and total charges due.
E. Message Center: Learn more about programs, services, notices, and events.
F. Contact Information: This is the contact information we have on file for you. Need to update this? Call us at 866-752-4550, send us an email at questions@rock.coop, or check the box below on payment stub.
G. Payment Stub: If you are paying by check, please return this stub with your payment to ensure the payment is properly credited to your account.
A. Electric Service: This section lists your meter number, location, and days in billing cycle. This section also shows your Electric Service Subtotal for that billing period.
B. Graphs: This graph shows electric usage as well as average temperatures over the last year.
C. Energy Usage Comparison: This comparison provides current energy usage, the previous month’s usage and the previous year’s usage.
D. Natural Gas Service: This section lists your meter number, location, and days in billing cycle. This section also shows your natural gas service subtotal for that billing period.
E. Ways to Pay Your Bill: This lists the various ways you can pay your electric bill.

Billing Options
- Auto Pay – Automatic payment deducted from your checking or savings account on the due date.
- Budget Billing – A flat monthly payment based on your last 12 months of energy use.
Electric Charges
- Facility Charge – Covers maintenance of line equipment, property taxes, and other service-related expenses.
- Demand Charge – Based on the peak electric energy supplied to a member expressed in kilowatts (kW). Demand may be prorated for usage codes E, F, N, or P.
- Power Cost Adjustment – A credit or additional charge reflecting short-term changes in fuel or purchased power costs.
- kWh (kilowatt-hour) -The basic unit of energy usage, equal to one kilowatt of power supplied to an electric circuit steadily for one hour.
- Illinois Municipal Fees – Some municipalities may impose a monthly fee(s) to be recovered from their citizens in accordance with Illinois state law. Questions about these fees should be directed to the appropriate municipality.
Natural Gas Charges
- Facility Charge – Covers maintenance of natural gas equipment, property taxes, and other service-related expenses.
- Delivery Charge – Charge for delivering natural gas to the member.
- Gas Cost – The actual commodity price of natural gas.
- Illinois Municipal Fees – Some municipalities may impose a monthly fee(s) to be recovered from their citizens in accordance with Illinois state law. Questions about these fees should be directed to the appropriate municipality.
Natural Gas Terms
- Therm – A unit of heating value, equal to 100,000 BTU.
- CCF (One Hundred Cubic Feet) – Equivalent to 1 therm.
- BTU Factor – Measures the heating value of natural gas.
Public Benefits & Assistance Programs
Wisconsin Public Benefits Charge – Provided by state law, this charge is collected by all Wisconsin electric utilities to be fund housing, weatherization, and energy conservation programs for low-income residents.

Illinois Low-Income Assistance – Illinois members may be eligible for support through Rockford Human Services at 1-844-710-6919.
Usage Codes
- A - Actual (Actual meter reading)
- N - New (New account or service)
- E - Estimated (Estimated usage)
- P - Prorated (Charge in proportion to service dates)
- F - Final Bill (Closing bill for an account)
Payment Options
REC provides several convenient ways to pay your bill:
- By Mail: Please make checks or money orders payable to REC.
- Automatic Bank Draft: Payments can be withdrawn directly from your bank account.
- More Options: You can review these and more options from our home page under Members Services < Payment Options.
Please note, paying by check authorizes REC to send the information from your check electronically to your bank for payment. Your account will be debited in the amount of your check, and the transaction will appear on your bank statement. You will not receive your cancelled check back. If we cannot post the transaction electronically, you authorize us to present a copy of your check for payment.
Important Reminders
- Please make any inquiries about your bill before the due date.
- Allow 5-7 business days for mailed payments. REC is not responsible for delays caused by the postal service.
- A 3% late fee will be applied to the current balance if payment is not received by the due date.
